Why We Are Not a School – And Still 100% FMCSA & TWC Compliant
Fast-Track CDL Training • FMCSA ELDT Certified • TWC-Exempt CDL Provider
At Get Your CDL Quick!, we operate as a specialized CDL training provider, not a classroom-based “school” or vocational college.
We are:
✅ FMCSA-compliant and listed on the FMCSA Training Provider Registry (TPR)
✅ Legally exempt from Texas Workforce Commission (TWC) school regulation
✅ Still able to accept TWC funding for students who qualify
This page explains why we are not a school under Texas law, how we are TWC-exempt, and how we meet all FMCSA ELDT requirements for Behind-The-Wheel (Range & Road) training.
Why Get Your CDL Quick! Is Not a “School” Under Texas Law
Get Your CDL Quick! is a CDL skills training provider focused on short-duration, performance-based training for:
• 🚛 Behind-The-Wheel (BTW) Range
• 🛣️ Behind-The-Wheel (BTW) Road
We do not operate as a classroom-based school, college, or vocational institution as defined by Texas Education Code (TEC) Chapter 132 or Texas Administrative Code (TAC) Title 40, Part 20, Chapter 807.
Under TEC §132.002 and related TWC rules, an organization is generally a “career school or college” only if it:
• Provides classroom instruction or programs of study, and
• Offers courses designed to prepare individuals for a career or occupation
Our program is different:
✅ We provide short, skills-only CDL training, not a long-term academic program
✅ We do not offer degrees, diplomas, or multi-week courses of study
✅ Our focus is hands-on CDL skills required to pass the Texas DPS CDL skills test
Because of this structure, Get Your CDL Quick! falls within recognized exemptions for short-term, skills-based training and is not regulated as a “school” by the Texas Workforce Commission.
Texas Workforce Commission (TWC) Exemption – Legal Position
We Are TWC-Exempt – But Still Eligible to Be Paid by TWC
Get Your CDL Quick! is legally exempt from regulation as a “career school or college” by the Texas Workforce Commission (TWC) because:
• We do not operate a classroom-based, curriculum-driven school
• We do not issue diplomas or degrees
• Our training is short-term, skills-based CDL instruction focused on BTW Range and Road
• We do not meet the statutory definition of a regulated “career school or college” under Texas Education Code Chapter 132
Our training model fits within the exempt categories recognized by TWC for:
• Short courses
• Private skills instruction
• Non-academic, performance-based training
⚖️ Legal Compliance Statement
Get Your CDL Quick! operates in reliance on the exemptions contained in the Texas Education Code, Chapter 132, and related provisions of the Texas Administrative Code, which exclude certain short-term, non-academic, skills-focused training providers from TWC career school licensing requirements.
This exemption means:
✅ We are not required to be licensed as a TWC-regulated school
✅ We are not required to follow TWC school hour, program, or catalog rules
✅ We may still receive payment from TWC on behalf of eligible students
TWC Funding – Yes, They Can Still Pay for Our Program
Being TWC-exempt does NOT mean the Texas Workforce Commission cannot pay for training at Get Your CDL Quick!
In fact:
✅ The TWC can pay for a person to train with us if the individual meets TWC’s own eligibility requirements for payment assistance.
✅ When a student is approved, TWC will pay our fees just like they would pay a licensed school, trade school, or career school.
Important Clarification:
This exemption only means we are not regulated as a TWC-licensed school. It does not prevent:
• TWC from authorizing a client to attend our program
• TWC from paying us directly for approved training
• The student from receiving financial assistance through Workforce programs
If you are working with a TWC counselor, you may tell them:
“Get Your CDL Quick! is a TWC-exempt FMCSA ELDT training provider. They provide short-term CDL skills training and can be paid by TWC just like a school, if I qualify under your funding rules.”
FMCSA ELDT Behind-The-Wheel Compliance (Range & Road)
Get Your CDL Quick! – FMCSA Training Provider Registry Compliance
Get Your CDL Quick! provides FMCSA-compliant Entry-Level Driver Training (ELDT) for Behind-The-Wheel (BTW) Range and Road as required under 49 CFR Part 380, Subpart F.
FMCSA does not require training providers to issue a physical certificate, diploma, or printed document for BTW Range/Road completion.
Accordingly:
✅ Get Your CDL Quick! does NOT issue physical certificates of completion for ELDT BTW training.
Under 49 CFR §380.717, federal law requires ONLY that the training provider:
-
"Enter the student’s ELDT training record, and"
-
"Certify successful completion of BTW Range/Road" directly into the FMCSA Training Provider Registry (TPR).
Once this electronic submission is made:
• FMCSA automatically notifies the Texas Department of Public Safety (DPS), and
• Texas DPS unlocks the student to schedule and take the CDL Skills Test
No physical certificate is needed or accepted by DPS or FMCSA for testing eligibility.
⚠ WARNING – IMPORTANT NOTICE TO ALL STUDENTS
FMCSA does NOT accept or recognize any paper certificates for ELDT Behind-The-Wheel (Range or Road) training.
The ONLY valid proof of ELDT BTW completion is electronic certification submitted by the training provider through the FMCSA Training Provider Registry (TPR).
Get Your CDL Quick! will not issue printed certificates because they are not required, not recognized, and not used by FMCSA or Texas DPS for CDL skills test eligibility.
Student Acknowledgment
By enrolling in training with Get Your CDL Quick!, the student understands and agrees that:
• All ELDT Behind-The-Wheel records are submitted electronically to FMCSA
• Printed certificates are not required, not issued, and not recognized under federal law
• TPR electronic certification is the only federally recognized proof of ELDT BTW completion
• Get Your CDL Quick! fulfills all federal requirements upon TPR submission
